There is only one way for a green card holder to bring a child to the US.

The parent filed an I-130. The child must stay unmarried.

Generally, it takes 2 years for a green card holder to petition for an unmarried child under age 21 in the F2a category.

While waiting for a visa, the child will age out at age 21 into the F2b category where the wait is 7 years for a visa.

CSPA may help an aged out beneficiary to retain the F2a category. No way to know ahead of time if CSPA will help. Must wait and follow the Visa Bulletin.

How old is the child?

When will he/she turn 21? Exact date please.

How did the green card holder get their green card?

This- the only way faster than what was explained above is if the greencard holder is married to a US citizen, and that marriage happened before the child's 18th birthday. Then, the step-parent can petition and the process is faster.
