ROC to Citizenship - Extension of status

Hi Everybody,

I'm a little unclear of what to do and I hope someone can advise me. I wish I had more time to thoroughly research this and I have tried, but I'm at a loss and just need some guidance so I apologize for asking. So we filed my husband's ROC and the receipt notice date is 08/13/2015. We received an RFE and responded to that back in June. Obviously the receipt extended his status for a period of 1 year (to 08/13/16), but we have not heard anything about his ROC being approved yet since we responded to the RFE.

He is eligible to apply for citizenship now, so if we applied for it, would he get another notice extending his status based on filing for citizenship? I'm wondering, do they even send a receipt notice regarding your status when filing for citizenship because wouldn't most people who file already have their 10 year green card and this is not an issue? Is the only solution getting a stamp in his passport the local USCIS office?

Also, I somewhat understand that when the ROC hasn't been approved yet and if you apply for citizenship it can "force" them to make a decision on the ROC and you never know, it may not be a good one. I think we responded to the RFE the best we could minus a few things and lots of explanations. We never had an issue during the K-1 or AOS (no interview), but we had just moved to California and then filed the ROC so the RFE asked for everything after we moved to basically show we moved together. I sent everything we had.

Ultimately, I just want to ensure he is in proper status while things are decided and I want to be clear on all the options available.
