I would say it depends on the country and individual, Tunisia is a developing country so I am assuming not everybody makes 20K.

As a matter of fact, the average salary of many ESTA countries is lower than 20K.

Yes, of course it depends. The average economy in most, if not all, ESTA countries is also stronger and better than Tunisia's. They also probably didn't have a revolution several years ago.

BTW, irrelevant to your situation, but I visited Tunisia about a decade ago. Had a great time and certainly wouldn't mind visiting again someday.
