We live in Ohio and several months ago I applied through the Franklin County court system to have my step-daughter's (5yo) surname legally changed to mine. Basically a formality that I elected to pursue prior to adoption. Went through without any problems and got all the raised seal copies detailing the change.

Moving forward, we're going to a Consulate outreach program at the end of the month to:

1. Renew my wife's passport with name change

2. Renew my daughter's passport with name change.

Sent the Chicago consulate all the required forms (passport pages, BC's, MC, GC's, court filing, MONEY, etc.)

This past week the consulate called and stated that we couldn't make the daughter's name change without copies of the legal adoption documentation. And that document has to filed by a lawyer in the Philippine court system and eventually wind its way over to the PSA. Apparently even if I had adoption documents, consulates can't file on our behalf. And the current court filing for surname change has no legal bearing in the Philippines.

Not a big issue, just another hassle. I'm going to ask what happens after she is naturalized in 2 more years.

Anybody know if a more legal surname change can be accomplished at that time if the adoption has not occurred by then?
