Depends on the country.

This is why it is important to fully fill out your profile and complete your timeline so that when you have a question you can get proper responses. Somethings can be very country/consulate specific.

It also helps the moderators place your question in the appropriate country portal so others who have dealt with that same consulate can give you the answers you need.

Good Luck!

Pictures are secondary evidence. By the time the interview rolled around you would have pictures with friends and family but for the I-129F submission, it's not a big deal. Go ahead and submit the I-129F if you guys are serious and want to get married. If you want to wait, that's certainly okay too. I'll be honest, sometimes family and your SO's reaction to their family can be a deal breaker. My ex-inlaws were not pleasant people to be around majority of the time. If they were offensive then they were "just joking." It wouldn't have been so bad if we had limited interaction but my ex worked with his parents and invited his family over ALL THE TIME.

My husband, on the other hand, likes to live away from his family and the drama they cause. Which I'm 100% okay with! I love my family to death, but I enjoy visits vs living next to them.

Also knowing your fiancees interactions with their family is important too. Some people want to talk to their parents all the time, have never lived away from home, and have a really hard time when they finally do move away. My husband's ex was exactly like this. The idea of moving away was better than the actual event.

She has met my siblings, mother, and most of my mom's side of the family while she was here but we didn't think to take photos of everyone at the time. I will be going to visit her for her brother's wedding in October and will definitely take photos with her and the family while I'm there but if we filed now, they wouldn't be seen until interview time and that gets me a bit worried as I've read a lot about "front-loading" - they may have already made their decision before you even show up to the interview. Nobody knows for sure but we just want to give ourselves the best chances.

If you want those photos on your package then you should wait. A lot of times they won't look at any proof you bring to the embassy. That's why it's a good idea to "front load" your application.

Mexico is a bit different than countries that need to front load heavily.

Ah, I was under the impression that Mexico was considered one of the high-fraud countries that is difficult to get a K-1.

May be a question to ask in your regional forum, but I doubt it. Not like high fraud like Nigeria, Ghana, or Pakistan anyhow...
