Completing Immigrant Visa Application by Mail - weird process...?

Hello,

My family and I went to the interview (Family-based immigration visa) at the Montreal US Consulate on June 21st. Everything was fine, except they needed our sponsor to fill out the I-864 form. The officer did not give us one of those 221g white paper, instead he gave us a different white paper - Completing Immigrant Visa Application By Mail.

We simply had to mail the missing documents + our passports to Montreal, and wait for the passports to come back after processing time.

We sent our documents by Purolator on June 28th, and they were received by US Consulate on June 29th.

Before last week, the status on CEAC was "Application Processing" but now it's changed to "At NVC". It has been unchanged since then... It's been almost 2 weeks...

Is this a normal thing to see, that things are sitting at the NVC for a while?

NVC never contacted us about anything - even about payment (I read somewhere that we have to pay for I-864 review...?)...

If anyone has experienced the same thing, how long did it take you to receive your passports & visa back to you?

NVC should have assigned a case number for the Canadian embassy

and then you should have gotten 2 bills

after paying online you would have had to fill out I 864 and visa application
