I translated my criminal record and my military certificate at the ministry of justice , then I went to the office of ministry of foreign affairs to ratify them , the man at the office accepted to ratify only the criminal record and rejected to ratify the military certificate saying that this certificate can't be used outside of egypt and if I need to prove my military status I have to get a paper from ministry of defense called بيان افاده and he rejected to raitfy the tranlasted military certificate so my question is , is it okay to send them the tranlasted military certificate which I translated at the ministry of justice without the ratification of the ministry of foreign affairs to to the NVC or the nvc will reject it cuz it's without the ratification ?

Since you translated the document, you must certify it by using the USCIS certification block.

The man at the office can not certify the translation since he didn't do the translation. You did the translation, so you certify it.

https://www.uscis.gov/forms/forms-and-fees/general-tips-assembling-applications-mailing

Please submit certified translations for all foreign language documents. The translator must certify that s/he is competent to translate and that the translation is accurate.

The certification format should include the certifier's name, signature, address, and date of certification. A suggested format is:

Certification by Translator

I [typed name], certify that I am fluent (conversant) in the English and [enter appropriate language] languages, and that the above/attached document is an accurate translation of the document attached entitled [enter title of document].

Signature

Typed Name

Address

Date
