In my case I think filing for n400 before approval of I751 was not a good step.

I did call USCIS before sending N400 documents. They said its fine as far as you are eligible then you can file N400 and now they are not approving I751 with N400 applications. although I have got another extension step in my passport from local office but I do not want to through long process. They gave me extension until my passport is valid so that is another process I need to go through after 6 months if I do not get approval by then.

Please advise what would be the next appropriate step.

It usually takes about two years for the Immigration and Naturalization Service Vermont Service Center (INS VSC) to approve the I-751. In the meantime, the spouse of the US citizen is reluctant to apply for naturalization although he or she is eligible to file for such an application two years nine months after the initial grant of the lawful permanent status. Due to the enormous delays in processing the I-751, the foreign spouse loses time for purposes of filing a naturalization application.

In a recent exchange of correspondence, Paul E. Novak, Jr., Director of the INS VSC, advised that it is permissible for a conditional resident to apply for naturalization while a Form I-751 application is pending with the INS VSC. Mr. Novak was responding to an inquiry from a New York attorney.

As a result, conditional resident spouses can apply when they become eligible for citizenship, which is 2 years and 9 months from the date of receiving the conditional residency. This is the case even if the I-751 application remains pending.

What if the spouse’s naturalization interview comes up before the I-751 application is approved?

Based on Mr. Novak’s statement, the citizenship application cannot be denied on the basis that the I-751 is pending. It is most likely that the naturalization officer will put the application in abeyance until the I-751 application is approved. Conditional resident spouses can therefore apply for citizenship in a timely manner, and hopefully have their I-751 applications approved before the citizenship interview.

August 8, 2017  NOA received at house.  15 days since ROC signed for in VSC.

August 12, 2017 ASC appointment received. 19 days since ROC in VSC.

August 25, 2017 BIO completed. 32 days since ROC received in VSC.

August 11, 2018  18 month 'Courtesy Copy' extension letter received.  Critical number  297

October 20, 2018 18 month 'Official' extension letter received.  Critical number 297

December 4, 2018  USCIS Account shows: We approved your Form I-751, Petition to Remove Conditions on Residence, 

December 4, 2018, ordered your new card for Receipt # EAC17297003XX, and will mail to the address you gave.

491 days from NOA issued by VSC until Petition approved.

December 7, 2018 USCIS sent notice:  Card mailed.

December 12, 2018 Ten year Green Card received from Lees Summit, MO

499 days from NOA issued by VSC until Green Card received.

CITIZENSHIP PROCESS

December 6, 2018 submitted N-400 application on-line.  Estimated Completion Time: 8 months or August 2019.

December 8, 2018 received notice on USCIS that Biometrics scheduled . . . but the actual date was not yet shown.

December 11, 2018 saw in 'Documents' section of USCIS that Bio scheduled for 24 December 2018.

December 21, 2018 saw on USCIS website that they will be closed 24 December 2018 as extra holiday.

January 9, 2019 went for re-scheduled BIO appointment.  33 days after N-400 submitted on-line.

February 19, 2019 received letter in US mail that Citizenship interview scheduled for 26 March 2019. 74 days after submission on-line.

March 26, 2019 Citizenship interview scheduled for.  109 days after N-400 submitted on-line.

March 26, 2019 Passed Citizenship interview.

April 12, 2019  Received notice that Oath Ceremony had been scheduled for 24 April 2019.  17 days after interview.

April 24, 2019  Oath Ceremony completed.  29 days after interview.     139 days after N-400 submitted on-line.

April 25, 2019  USA Passport Application submitted.

May 3, 2019     USA Passport received.    149 days after N-400 submitted on-line.

May 9, 2019     Certificate of Naturalization and Citizenship returned in mail.

Old timer here, today I got a text message that my new card is processing. NOA 07/18 and the service center is CSC. Good Luck to the rest of the folks, approvals should be on the way soon for other July filers.

Just wait for a week.. If you don't receive any response.. call USCIS and speak to Tier 2..

Thank you for all that responded to my inquiring about the wait time on I-751 cases.  To all of you July filers who have been waiting.... Was your spouse able to travel internationally without issues once their temporary green card had expired and all they had was the paper with the extension?  I am especially interested in cases of international travel (ESPECIALLY TO CUBA) since Trump has taken office.  My husband and I are traveling back to Cuba next year and from what I can see, there is a good chance that he will not have his permanent green card yet, and we are a little concerned about the Cuban government accepting his extension letter which is in English and the American government allowing his re-entry.

If the extension letter is valid.. no worry at US airports.. only issue might be Cuba..

But this info is from 2002, might not be up to date? It seems to be accurate though. However, the latest adjudication manual says both pending cases could be adjudicated concurrently too.

Being Cuba, it may be better if you waited on the Green card before traveling especially as this gov't is rolling back some of the Cuba policies Obama put in place - notably on travel and business.
