From what i have heard they start counting from the day you did your interview at the embassy, some people go on on AP for a long time so by the time they get the passport back all that time has been lost. I went on a few sites querying same and its an approximate six month visa.

As for adding your son, you should contact NVC   and let them know you want to add him.  Make sure he has a passport because you gonna have to send a copy of the (biodata page) photo page. Contact them via Ask NVC.

just attach the scanned copies of your son's birth certificate and biodata page of his passport in the email

that is not welcome letter, it is letter which tell ur case is complete and u are in que for interview as soon priority dates become current.

I beg to differ, that is the case complete letter. The welcome is the one you get informing you that your case is soon to be current and allows you to start the process ie paying the fees and filling out the visa application

I- 130 .... sent USCIS August 4, 2010 - Approved at NVC Jan 2011 received approval letter with case number and Id number

Welcome Letter..... Received Feb 23, 2016

Selected agent...Feb 25, 2016

Paid AOS and Visa Application fees.......Feb 26, 2016 

Submitted supporting doc......Mar 20, 2016 ( would have done sooner but had to wait on petitioners tax docs)

Case completed.....April 22, 2016 Received case complete letter April 27,2016

Received Interview Letter... Feb 3, 2017

Medical..... Feb 27,2017

Interview...Mar 20, 2017

Visa Issued....Mar 21, 2017

 POE.............June 4, 2017

SSN............June 12,2017

Green Card: August 2017

Petition for hubby: Oct 2017

i-130....... Approved.Aug 9 2019

NVC ......Wecome letter Nov 4 2019

Submitted all docs and paid fees- Nov 29th 2019

ok, ive got case complete letter, but not this one. may be i'll get this now by 1st week of march

I think your getting mixed up.......you would've had to have gotten the Welcome Letter first and then later the Case Complete Letter.
