They will not take an email it has to be hand written I wrote to uscis in DR as they have jurisdiction over Jamaica and this is what they sent to me:::::

Good morning,

Thank you for your inquiry.

If a permanent resident petitioner filed a Form I-130, Petition for Alien Relative, for an unmarried son/daughter and then the petitioner naturalized, the beneficiary can choose to remain in the second preference classification instead of automatically converting to a 1st preference classification. The reason that this may be beneficial is that sometimes the waiting time for the second preference visa is shorter than the waiting time for the first preference visa. If this situation applies, check the visa bulletin to see if the opt-out may be helpful.

If the beneficiary wants to opt-out, he or she must make a request in writing to USCIS. The opt-out request must be filed in writing, addressed to the Officer in Charge of the USCIS Santo Domingo Field Office. Our mailing address can be found online at www.uscis/gov/santo-domingo.

Yes it will......question.....Did you or your petioner receive a letter from NVC stating that your category had changed to f1?

My agent received one shortly after my case was completed. It explained the opt out provision and informed me how to proceed. My only problem was it said to write a letter to DHS..... after a few months of calling and emails i finally found out the uscis was actually a part of DHS and that i should send the letter to them.

Hope this helps.

Dont know then hun, but just to add NVC still has my case as F2B even though they sent the letter. All of this is a bit confusing at times just gotto continue wait i guess.

Im giving it a mnth or two to see what visa bulletin has in store

whenever petitioner becomes citizen, applicants automatically converted from F2b to F1, no letter required. But yes its ur duty to ask them to opt out, not there, u have to take steps.
