Hello Bill and Joan!

I think the embassy here only issues packet 4, if I got it right <correct me if Im wrong> they will send the pre interview letter then the packet 4 afterwards. I heard from some couples that they got their packet 4 with out receiving the pre interview letter. On our case when we got our NO2 the USCIS in Cali sent it to NVC, NVC assigned the case # then they sent it here in Manila. While I was waiting for my case to get in here I been printing Byron's emails, the receipts, gathered our pictures, snail mails, phone bills<loads of it till we have the vonage phone, now were talking and talking till we want for only $25 a month> and other proofs of the relationship. Also got my and our son's birth certificate at the NSO and NBI clearance. Hope this helps.

Mahalo,

Grace :)

For most embassies packet 3 is the list of documents that you need to get for the interview, this includes medical, marriage certificate, birth certificate, etc. You also have to fill out a couple of forms they send you, you then mail them back to the embassy and once they receive them, they'll issue packet 4, which is the appointment letter for the interview.
