So, while waiting for our NOA2, we finally found our Joint Sponsor!

So my hubbys sister will be sponsoring, because my hubby don't have any income in the US (Returned month ago)

So will it be enough to provide only LAST year tax return of our joint sponsor? (She's got around 15 years of work history and her income is high, far above the poverty guidelines)

check with the consulate through which you are applying, it is consulate specific. Some ask for 1 year, some 3 years. The petitioner also has to fill out their own affidavit of support even if they do not meet the income requirements

Thank you for the answer! I've wrote an email to our embassy regarding this question, but what about NVC? Will they accept 1 year return?

Our main concern is that my hubby is listed in her 2013 Tax return as a dependent, however he wasn't living in the US at that time.

You are only required to send the most current years tax documents so you are fine.

But are there any chances that NVC will ask for 3 years tax returns, after we send the last years?

And in the guides here on VJ its clearly stated that joint sponsor needs to provide 3 years of tax returns. Thats so confusing :/

OK, so my embassy told me that joint sponsor should submit his 3 years of Tax Returns.

So does it mean that I can send last year Tax return to NVC and then on the embassy stage, submit 3 years including 2016?

NVC doesn't approve or deny anything. They merely check that all the documents are there, and complete. Basically they intake the documents and the visa application, and send the information to the consulate or embassy for interview. They do not make a decision on anything. It is the Co that will determine if you need 3 years of tax returns or not. If she's worked the same job for a long time, it very possible that they won't need it.
