Update! I figured this will be useful if someone else comes here searching for the same information like I did.

Parents don't qualify for any subsidy through ACA since it turns out they need to make at least 23K something per year before they are eligible, at least in Colorado. They will work, but I don't expect them to make 23K this year at all. And their cheapest health insurance premium is close to $1000 per month with an absurd deductible. None of this affordable for us. So my options are to apply in certain hospital clinics in town and try to get charity based help for this year. It looks like we will pay 2.5 % of their income as a penalty. So that's that.

No major medical issues at this point, so that's a relief. I hope to be able to somehow get insurance next year. Either they will make enough to qualify for ACA subsidy or I will pay for their insurance. Until then, we will be applying for the charity based care at the local hospital.

Medicaid? There is a 5 year ban on new immigrants relying on welfare based program.

Yes, we will go to emergency care if needed. However, that should be covered if they get approved for the charity based care through the hospital, at least for this year.

Hopefully next year will present a better outlook, either through their job or just me paying out of my pocket.
