retrogression question

just thinking about this

a case got to the interview

case 1: visa approved not issued yet

case 2: visa approved, issued

case 3: beneficiary at POE

then next bulletin comes up and retrogression occurs like 1year backwards in that category, making the case not current again.

for case1: will visa issuance be aborted?

for case 2: will issued visa by invalid?

for case 3: will beneficiary be denied entry as visa number is now unavailable.

what will actually happen?

As long as the visa has been approved and is in the process of being issued or has been issued, then I don't think visa retrogression will have an affect.

for case1: will visa issuance be aborted? A visa would not be printed and delivered after retrogression.

for case 2: will issued visa by invalid? Visa is valid once it's delivered to you.

for case 3: will beneficiary be denied entry as visa number is now unavailable. The visa would be valid, retrogression would not affect the visa validity. The beneficiary would be allowed in.

what will actually happen?

Here's the line - when the visa has been issued. Once the visa is printed and in your hands, it's valid.

Visa in hand, then retrogression does not affect you.

Visa not in hand, then retrogression can affect you.
