Sorry to disappoint , first of all, you cannot apply for permanent residency based on your interest to work in Ohio.

second of all, getting a work visa is not easy at all.

An alien residing abroad, with zero work experience, has only a degree from a third world country such as the Philippines the chance of getting sponsorship is zero.

You have no special qualifications that are not available here from many graduates

if an american employer can find suitable US citizen to fill a position, then they can not sponsor an overseas worker

your field here is full of qualified individuals looking for positions / many with years of experience

As everyone has already stated, there are no available jobs here in the US for a fresh foreign graduate. If you have your heart set on working here, I suggest getting a few years of work/field experience first. Good luck!

Short answer: NO.

No company in the right mind would sponsor an alien with no special skills for permanent residency or work visa. Even people graduated from TOP Asian school, say : University of Tokyo, NUS, PKU OR HKU need to fight to get jobs here. A degree from the PH is as valuable as a DeVry to recruiters.

A lot of Filipinos came here on F1 visas, study nursing and got to stay.

And out of so many places in the states, why Ohio? I saw your FB profile says you are from Ohio? Have you considered alternatives? Australia , Canada and New Zealand has point based work visa scheme.you might find your luck there.

One other thing to consider, most people I know working here in psychology have a masters degree, that's not to say you can't work somewhere with a BA or BS while obtaining a MS or MA; however if you have the money and time its worth a try to apply.
