wife I - 130 petition approved , confused about next step

Hi and good day, like the topic says the petition was approved early june and instruction was sent to me through email saying I need to fill up and complete the requirements for form ds 260. Wife already filled it up and finalize it (which I think we should have done this last to do) now the thing is I still dont have my invoice number and yyyymmdd or yyyyddmm doesnt work. Technically we havent received the letter from the nvc yet so maybe thats why the previous procedure didnt work , so I emailed the ustravel doc and heres what they told me. " In regard to your query, we have already received a feedback from the Immigrant Visa Unit of the US Embassy Manila. For locally filed petitions, the applicant can file for their Immigrant Visa fee at the time of interview. " Now here is my question do i still need to pay the fee online (which means I have to wait for the nvc letter) or can I just set an interview date and process everything on that day? FYI I live in Davao so I would need to travel to Manila (about 200 usd plane ticket price to travel with my wife) it would suck if they say I missed something and retrieve it from davao.

Another question if I were not able to pay the fee online would I still be able to look for an agent at Manila and do I really need an agent?

You need to wait for NVC to schedule your appointment as you filed a I-130 for a CR1 visa. Follow the link for the Embassy Letter that will explain your next steps.

You need to wait for NVC, you have complete AOS and so forth before the appointment with USEM will be scheduled by NVC. Patience.
