Can fiancee do the CFO before going to the interview and before getting visa in-hand?

Hello all,

My fiancee has interview on 7/7 in Manila. She will be in Manila 6/28 to do her medical for herself and her daughter. Can she go to CFO and get it completed for herself and her 12 year old daughter before going to the embassy interview? Her daughter will turn 13 on 7/15/2016 so if she is able to do the CFO before 7/15 her daughter 13th birthday will she have to do the peer seminar at CFO?? Thank you in advance for the information.

I believe she can go to the CFO before the interview, but she would have to return afterwards when she receives her visa because they need to give a sticker as proof she attended.

Yes she can attend early, upon completion they will issue a certificate, once the visa is in the passport return to CFO with the certificate to get the sticker.

Her daughter probably will be exempt from the peer counseling, however, she still needs to be registered because she is also immigrating. (http://www.cfo.gov.ph/index.php?option=com_content&view=article&id=1378%3Apre-departure-registration-and-orientation-seminars&catid=145%3Aintegration-and-reintegration&Itemid=833)

For children 12 years old and below, the following additional documents are required if the proxy is not the legal/natural/adoptive parent of the registrant.

  1. Original and photocopy of one(1) of valid identification card with photograph of the proxy
  2. Special Power of Attorney authenticated by Diplomatic Post if parent/s/ or guardian/s are based overseas; or a duly notarized authorization letter executed by parent/s or guardian/s while in the Philippines.
  3. Other documents that may be required by the registration officers.

Note: After satisfactory completion of the requirements, an emigrant registration sticker is affixed to the emigrant's passport

Twelve year old only needs to be registered. Thirteen years old will need to attend for her age group.

Only if they get their visas before the daughter turns 13. Registering the child to get the CFO sticker has to happen before the 13th birthday to bypass the seminar requirement, you can't register the child until the visa is in hand.

Child would have to attend the PDOS seminar otherwise.
