NVC can not find my case: Sponsor my brother from Vietnam to America

Hello,

Here is my situation:

I have received the approved petition for my brother long time ago. However, my brother in Vietnam has not received correspondence from NVC.

Receipt date: June 2005

Notice date: November 2009

I called NVC 10 days ago to ask about the status of my case but they said they couldn't find it. I called USCIS right after, they said they transfered my case to NVC. I called NVC again, they told me to send an email with the approved petition letter so they can search for it at Nvcresearch. I sent them an email 9 days ago with no reply from them yet.

My brother has not received any correspondence from the NVC.

My case has been more than 10 years from the receipt date on June 2005.

Does this delay my case?

How long do I have to wait for my brother to receive visa for interview?

OK. Why didn't NVC have my case on their system even USCIS transfered my petition over NVC some years ago?
