Can they combine incomes for I864? F1 adj of status to citizen - married 2 yrs.

Hello,

1) I have a USC friend who has been married to an F1 student for more than 2 years. He is still an F1 student. They have scrounged up enough money now to start adjusting status, but her income is not sufficient for the I-864. He works at school and receives a stipend, and will continue doing so after he changes status. Can they combine their incomes to file the I-864? They do not have anyone to co-sponsor.

2) Also, when they have been married 3 years and he gets his green card, can he file for citizenship? He has resided in the US for more than 30 months in the past 5 years.

I appreciate any advice or links if these questions have already been asks. I made a diligent attempt to find them, but was not sure.
