It applies big time to Americans in Southern Philippines. You get outside of Davao and it's get's to be unsafe. You go to Autonomous Region in Muslim Mindanao aka AARM in Mindanao region And you will be a target of kidnapping and murder.

Try places like Jolo or Basilan in the predominantly Musliim areas and your chance of living is slim to none if you are and American...........
