Question: PCC (police clearance certificate) from India - second interview at Montreal.

Our 601 got approved couple of days ago. It took more than 8 months.

Hope someone could guide me on this.Please remove post if not in the correct forum.

I am an Indian citizen but a resident of Canada since the last 5 years. I had applied for my 601 waiver last year for which I had to go for an interview in Montreal (April 2015) which was denied(expected) and was suggested to apply for a waiver. Now before this interview, I was required to get my PCC, both from Canada and India. Candian PCC was a straightforward process. The process to get the PCC for India was through BLS - International & I got it within 2 months . So, I have a PCC from India which was dated September 23, 2014. Now they say the validity of it expires after 6 months . Today I am in the process of waiting for my Instruction Letter from the Consulate in Montreal(post 601 approval). Part of those instructions (Packet IV) would be to get a new PCC. They have kind of a standard checklist and for PCC this is (usually) mentioned:

"Each visa applicant aged 16 years or older must submit a police certificate from every country where he/she resided for at least 6 months after the age of 16."

I've already applied for the local PCC (Canada).

The Big Question is:

Would I necessarily require a new PCC from India (via BLS) again even though I have not travelled back to India since I received the initial PCC from India?

I believe I would NOT have to and these are my reasons:

1) They would know from my passport that I have not travelled to India since initial PCC.

2) As per the official US website for collecting supporting documents -(under)Police Certificates- it says:

"Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued."

3) I have requested Canada Border Services Agency for a copy of my travelling history as additional proof.

Does anyone think otherwise? What do you think? Has anyone faced this situation? Any input would be nice.

*We should have applied for a second PCC in the interim wait period, but the paranoia and mayhem of waiting for an update from USCIS kept us sqaushed*

August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
