Why does the immigration process need to be so hard?

The thing is, it's not exactly hard. On the face of it, it's just a rather antiquated process that relies on a severe amount of red tape and redundant bureaucracy with little assistance to those honest persons stuck in the process. And if you're saying that it's ''hard'' it still seems that these two managed to get in fairly easily through CSC, the NVC, the FBI, and the consulate with flying colors.. when red flags were popping off everywhere. These people didn't even try really hard to appear to not be fraudulent, and still slipped on by. So how do all these agencies miss the obvious?

The interesting part is this though:

The FBI contradicted prosecutors’ description of Marquez’s ties to the jihadists in a statement Wednesday that said:

“The FBI thoroughly investigated the alleged connections between Enrique Marquez and the four individuals arrested for the 2012 terror plot and concluded there were no direct ties to any of the four.”

So what is true? Was he as the prosecutors claim or wasn't he as the FBI claims?

Yeah, I'm interested in that part too. It could be something as simple as being an acquaintance, but the FBI could have missed something too. I'm glad they got this guy on immigration fraud, but now I wonder what will happen to the wife? She was living in Canada? That couldn't possibly be too hard to figure out that she left US borders and just hasn't come back yet, right? I suppose her petition would be denied (although she should technically face charges for lying on US immigration paperwork) and she may be considered Canada's problem now. But I'm hoping with such a high profile case, she will actually be pursued...

Timeline

I have said since I got here years ago immigrating to the US is far too hard for decent people and far too easy for indecent. Educated people without records who have strong odds of contributing strongly to the economy should be let in far easier with less red tape and less hassle. People with records or those who are poorly educated and likely to rely on government services clearly find it far too easy even now.
