After passing my interview, I was told a decision could not be made, since my background check had not been fully completed.

When I inquired later, was told there’s was a backlog...so I just waited, and waited for what felt like forever.

that's pretty odd. I think I've read about a similar case here a while ago but normally they're supposed to schedule you for an interview after your background check clears. I am sorry you had to wait that long it must've been pretty frustrating.
