There is no US citizen option because US citizens do not need to report their whereabouts to the government.

Perhaps you could restate what you are trying to accomplish.

On NOA1 there was a note saying that when I, US Citizen, change address I should report that to them. Obviously they want to know where I live, so they can send whatever docs to me. In fact, when doing change of address online, even before you get to the point of putting address information, you have to specify that you are a US citizen who is trying to make the change.. but then it asks you if you are Permanent resident, Visitor, Student or Other...
