Am I a multiple filer for a I-129F?

Timeline

The part 3 section about needing a waiver. I probably answered it myself as needing a general waiver, but here is my background

Spouse K3 filed in 2002 approved 2002

Divorced 2003

Spouse CR-1 filed in 2011 approved 2012

Divorced 2013

Does this now put me at 3 I-129F? even I have filed two I-129Fs only for a K3 and CR-1. (not for a K1)

This is my first time to actually file an I-129F for a K1 visa.

The question is not about if you can do K1 which am sure you can. The questions is about k3 and CR1 marriages that were dissolved in less than 3 years which most likely raise red flags. Third time is a charm?? I don't know...

Maybe someone else would have a better answer than mine and share it...

2. What Filing Limitations Does IMBRA Place on K-1 Nonimmigrant Petitioners?

You must apply for a filing limitations waiver if any of the following apply:

a. You have previously filed K-1 petitions for two or more beneficiaries; or
b. You previously had a K-1 petition approved and less than 2 years have passed since the filing date of such previously
approved petition.

To request a waiver, submit a written request with this petition accompanied by documentation supporting your claim
to the waiver.
