Sufficient ties to Canada?

Hello,

I was denied entry two months ago into the USA from Canada on account of not having sufficient ties. I had told them I was visiting a "friend", since my partner and I at the time felt most comfortable using that term. Since then we've applied for a K1 visa, about a month ago, and I was hoping to visit him in the USA next week for 1 week.
I have since moved to a new city in the meantime of our K1 visa processing and have got a job last week, signed up for social services, signed a 3-month lease and so on. I was wondering if my list of ties is sufficient enough that I will have a good chance of making it for a visit to see him.

My list of ties (or documentation I thought could be of use) I currently have are:

  • government assisted social service (welfare) check receipts and letter
  • 3-month lease agreement letter (from my roommate)
  • future appointments (clinic visits, etc.)
  • various letters in my name to my current city address
  • current bank account statements (w/ enough for the week and more)
  • flight itinerary w/ return (stand-by flight)
  • contact information (of fiance & others, where I'll be staying, etc.)
  • email print-offs from K1 lawyer
  • NOA1 copy

I am hoping to get a letter of employment (which will be difficult, but I understand how big of a tie it is. Will my ties be disregarded because I haven't been "established" here for that long? It is difficult to say, but am very interested in hearing anyone's opinion about the likelihood of me being turned away. From my understanding it will not affect our K1 petition at all if I present the facts and happened to get denied again. Am I better off to wait it out regardless and not try and enter again until the K1 is approved? We were thinking of moving to another country for a little while it's pending, but it is all just ideas currently.

I hope you get a nice CBP officer.

The bolded part will be the best chance, nothing listed is really a strong tie. With a K-1 pending it may help or hurt you depending on the CBP officer you get. Some officers will think the K-1 shows immigrant intent and with very little keeping you in Canada, might find you a risk to stay in the US rather than return to home. Others might think the K-1 shows you are following the correct procedures and allow you entry.
