Visa-waiver program available or Tourist Visa?

We would like my future mother-in-law to come to the wedding after our K1 Visa is approved. The rest of my fiance's family is eligible for the visa-waiver program because they have German citizenship/dual-citizenship by birth. She, aside from being married to a dual citizen, has never lived in Germany and has no ties to Germany other than years and years of marriage. I think I already know the answer to this, but am I correct in thinking that despite being married to a German citizen, she would still need to apply for a tourist visa to attend the wedding? Thanks for any help in the matter!

What's HER nationality/citizenship? If she's eligible for a passport from a VWP country (http://www.esta.us/visa_waiver_countries.html), she's eligible to use ESTA. If not, she needs a tourist visa.
