Permit required to Fedex CD from Philippines?

I was just wondering if anyone has ever heard of this or dealt with it. To make a long story short we made a mistake on the G325a for my wife's I-130 petition and she wanted to send me a new one for her piece of mind so my wife decided to make the most of the $60 we have to spend to Fedex the G325a and put a few other things in the envelope such as our wedding video which I don't have a copy of yet because the photographer wasn't finished editing it by the time I left the Philippines. My wife now has a copy on a burned CD and she was going to duplicate it and send it to me.

So my wife goes to Fedex and they tell her she needs a permit from the Philippines government to ship a CD. This sounded a little strange to me so I did some searches on Google and sure enough you need a permit to ship a CD from the Philippines. Apparently the process requires that you deliver the CD you want to ship in person to a govenment office to be inspected along with a letter explaining the contents of the CD. Then you wait 3 days and pay a 1500p fee. That is too much hassle just to get my wedding video shipped here. Unfortunately my wife tried to get the photographer to put it on a USB drive and he was unable to so I guess I will just wait until my next trip to the Philippines.

Unfortunately my wife has a very slow internet connection and she is computer illiterate so she doesn't even know how to use dropbox. I'll just have to wait until my next trip to visit her.

Keep in mind that those who work at the cafe's are pretty good at helping those who are computer challenged to access websites and such.

I doubt anyone would spend $65 (cost to send via Fedex) to ship one pirated CD. That tells me number 1 must be true and 2,3 and 4 are just the excuses.

Keep in mind that those who work at the cafe's are pretty good at helping those who are computer challenged to access websites and such.

That is true. They have helped my wife a few times. Unfortunately the internet connection at all of the internet cafes around where my wife lives is slow. Just like at her house due to Globe over subscribing their service (I could start a seperate thread about this). We are going to try one last thing then give up and just wait until I go back to the Philippines (hopefully sometime between August and October). I will try to talk my wife through transfering the file from the CD to a USB flash drive. Fedex told my wife flash drives are allowed but not CDs.
