Confusion about DIVERSITY IMMIGRANT (DV) and CATEGORY RANK CUT-OFFS

Hi all,

I recently got selected for further processing in DV 2017 (I am already in US, therefore will file for AOS). I tried to read info from the government webs but I am still confused on some of the stuff. hence, i wanted to ask some of you who might have gone through the same process.

I understand that i need to start gather all the accompanying documents and wait until my rank # becomes active which will approx be next year 2017 in June/July maybe .(I am around 37*** :Africa region).

Can someone please explain to me those two different rank numbers :(DV) CATEGORY FOR THE current MONTH and DV CATEGORY RANK CUT-OFFS WHICH WILL in the following month?. when can you actually submit the package?

also, the website mentions that they can't provide visa after the end of the fiscal year (sept 30th) in which you are eligible. I suppose i takes about 3 -4 months to process the case. So what happens to the people who get their rank number active in August & September visa bulletin or even in July?
