F1 denied under 214(b) ... I-130 pending

Hi i applied for f1 visa , while my i-130 is still pending (filed by my sister on my behalf), and got denied. Any suggestions will be appreciated.

Location : islamabad pakistan , may 16 2016

Vo: Please pass your passport and i-20

(passed)

Vo: why do you want to go to US ?

me: to earn my masters degree in computer science.

vo: did you applied to other schools ?

me: no i did't , but i have researched few schools like Princeton university and university of san-fransisco.

vo: why did you selected this university ?

me: this program is unique as its mixture of theory and practical, also block system is very unique as i will have to study only one course in a month.

vo: why not doing ms form your home country ?

me: the programs offered here are reasearch oriented, but this program is unique in a sense that it focuses on practica aspects of computer science.

vo: i am sorry i can't issue your visa today, you are disqualified under section 214(b)

(hands me over yellow paper describing 214-b, he didn't even asked for any document)

Do you want to know why they refused you ? There is a straight red flag in your case. one can't file for a non immigrant visa while a petition for an immigrant visa is pending.Now, were you know aware of this when you filed DS-160 ?

o no no no, let me be a little more technical and rephrase what i put before. one can file for a non immigrant visa while an immigrant petition is pending but one can never ever get APPROVED for non immigrant visa while the immigrant petition is pending.
