I took it to mean that he thought since she was foreign, he could just ignore her and she would legally disappear. That is not true.

Well if he's been living in the USA and married to a Filipina living in the Philippines, he can just file for divorce. He might have to figure out a way to serve her in the Philippines, I've heard some jurisdictions will give permission to serve via email. As his wife will be unlikely able to come to the USA or afford someone to represent her here, she's unlikely to be able to make any plea to get anything in a divorce.

None of this is an immigration issue though. What he really needs is legal advice, and this isn't the best place for it.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
