Using a LPR for i-134 and i-864

Is there a length of stay for the Legal Permanent Resident before they can become a joint sponsor? I unfortunately lost my job recently, and looking at other alternatives for the i-134 and i-864 filled out. I am really hoping that I am able to find full time employment before needing these forms taken care of, worst case I'm planning on getting a part time job or two to meet the requirements, or use that income for the fees and what ever we need, depending on what other resources I can use for both i-134 and i-864.

My fiance's best friend(they known each other for 10+ years) is a lpr in the USA, in fact down the road from where my fiance and I would be living, he moved to the USA with his wife and child in the middle of last year, and was able to obtain a job that pays well over the 125% requirement for all 4 house hold members (him, his wife, his child and my fiance). So unfortunately he would not be able to supply the last 3 years of tax scripts. I assume the part that states he entered the USA on "X date" would be enough with a the stamp in his passport. And he would have to select no. He is willing to fill out the forms if needed.

I would use the household members to help me out, but I don't think they would qualify solely on their own with 3 people as their household, my mother, my fiance and I, unless we can just have it as her and him. Right now the income is my father's retirement from the military, and his employment pension. My father had passed away last year and my mother is receiving his benefits and tax returns were filed in both my father's and my mother's name. Plus I would assume I would need to submit a death certificate, and the letters of awards submitted supporting that she is getting this income.

Please note I have already contacted the Embassy we would be filling at, asking if they take co and joint sponsor's and they replied with yes.

Tl:dr. Is there a length of stay for the Legal Permanent Resident before they can become a joint sponsor? The LPR came to the USA mid year, and was able to get a job that pays well over the 125% mark with the LPR's household and my fiance. I would use my income but can't since I lost my job and currently looking and unsure if the income my mother (whom I live with) solely gets each month from the passing of my father and his benefits to her would let us qualify at 125% with all 3 of us, unless she is able to have it as her and my fiance.

The LPR in question started working around October of last year and is still with the same company, which is a few months after he entered the United States. At the time of needing the i-134 and the i-864 it would have been over a year of employment for him at the company he works at. I'm hoping that would look positive and not as a negative. I know the work history of the LPR while he was in his native country was all long term, 5+ years with one company. The type of work he does requires a masters degree.
