There's no temporary permit. If you are living in a state more than X (varies by state) days you are required to switch over your plates and registration. If you get pulled over just tell the police you are a temporary worker and you should be in the clear. Most states have an exception for temporary workers.

I had to go to court in Colorado because I was driving in the state on IL plates for over 30 days.

What do I do differently to register a vehicle from out of state?

You have 30 days once you become a resident of New York to register your vehicle here. You will normally follow the same instructions to register your vehicle as you would for a New York native vehicle.

For how to register a vehicle that has an out-of-state lien or does not meet California emissions standards (the standards that New York follows), read the DMV's information page.

Definition of a Resident. If you become a resident of NYS, you must exchange your driver license and vehicle registration from another state for a NYS driver license and vehicle registration within 30 days. If you have a driver license from another state, you must get a driver license from NYS within 30 days after you become a resident of NYS. If you have a vehicle registration from another state, you must get a vehicle registration from NYS within 30 days after you become a resident of NYS.

Section 250 (5) of the Vehicle and Traffic Law defines the term "resident." The law defines a resident as a person who lives in NYS with the intent to make NYS a "fixed and permanent" place to live. To live in a house, a home, an apartment, a room or other similar place in NYS for 90 days is considered "presumptive evidence" that you are a resident of NYS. A police officer can use this evidence as the reason to issue a traffic ticket if you drive in NYS without a driver license or vehicle registration issued by NYS.

Does everyone do this? Probably not.. Can you get away without doing it? maybe...

Perfect. I have a Mass DL and Registration and I worked in NY for 2 years. I wouldn't change it unless you are forced.

A judge considers the law and the evidence of your intent and decides if you are a resident of NYS. For example, if you pay taxes or your children attend school in another state, a judge considers these facts to decide if your intent is to make NYS a "fixed and permanent" residence. The DMV will not decide if you are a resident of NYS, if you must get a NYS driver license, or if you must register your vehicle in NYS.

According to this law, students from other states or from other nations who attend school in NYS are normally not considered residents of NYS.

It can be a tricky situation, Depending on where you are going to live in NY, it can be very expensive to have a car, Parking is not cheap in the city. Normally in NY you have 30 days to change your license and car registration stuff, but as a student you can always mentioned you are not from the city if you get stop over by a cop that's assuming you gave them reason to stop you, so don't go over the speed limit, watch for those parking meters and hopefully by the time the 10 months expires you'll be on your way out of NY. but If you plan to stay there in the future it's best to get it done with.

Car insurance is so expensive in NY, There are a few people who have registration from out of states as long as your Job isn't going to ask you for your NY license. is that legit? i don't don't know but Is it fair the Insurance companies are Legally Stealing your money with those outrageous policy prices.

The insurance premium rate even vary based on what part of NYC you live, If you are in Brooklyn you are dead, you'll be way over charge, but If you live in the Ritzy Long island area with those million $$$$$$$ home, you can get as much as 50% off than someone in the triborough
