ROC filed at VSC. RFE to CSC. Transfer with no notice?

Hi!

I was wondering if anyone knows about this very particular instance. I moved from Texas to Washington. When it was time to file for ROC I had to file at the VSC. I read that they were transferring workloads to the CSC but I never got a notice about my case being transferred. Suddenly I received a RFE to be mailed to the CSC in Laguna Nigel. I assume that means my case was transferred? Also, I registered my change of address right after filing the ROC and even did the biometrics at the Seattle Field Office but the RFE was mailed to the old address in Texas. Luckily our old neighbor was kind enough to re-mail the letter to us, otherwise I might have missed the deadline, completely oblivious about it.

In an additional question, does anyone know if the total fees for Naturalization are $680? I had heard it was about $1000 in various fees but everywhere I search I keep coming across the same answer for the total fee being $680 (application plus biometrics) I did find a post about someone paying an "Immigrant Fee" of $165 with their $680 for the n400. I can't seem to make sense of that fee and who it applies to.

I feel pretty confident about the RFE package I sent, from what I've read on these forums (huge help!) I supplied the kind of documentation they are mainly wanting to see. This site is an amazing place for resources and invaluable information which provides much needed insight into processes that are otherwise confusing, frustrating and at times stressful.

It is confusing. When did you file for ROC. When did you change address and from which states did you change?

Sorry, it is a bit confusing because I myself can't seem to tell where the handoff was. Basically I remember filing it in August from Texas before I moved. Then I got the biometrics notice to go to my local field office in Texas, the date of which was going to be after I moved to Washington. I asked if it was ok to go to the local field office to get the biometrics done in Washington and they said "it shouldn't be a problem, just do a walk in on the date of your original appointment and take your notice with you" which I did. Then I read that all cases for residents of Washington are processed at the VSC so I assumed they were going to take over my application. I guess I just answered my own question. Since Texas residents file at CSC they must have just kept my application, regardless of current residence. Thanks for responding! it made me retrace my steps to find the answer.

Hi, what was the date you filed your removal of conditions at VSC? VSC was processing I-751 applications from Texas until February 16, 2015. Between February 17 - March16, 2015, VSC permanently transferred I-751 applications from Texas applicants to CSC. March 17, 2015 onwards, Texas I-751 applicants had to send their package only to CSC. This should explain why you received RFE from CSC. This isn't a temporary workload transfer but a permanent filing location change.

The above holds true for the states of Louisiana, New Mexico, Oklahoma, South Carolina and Tennessee as well.

As for the naturalization fees, it has been $680.00 (filing fee + biometric fee) for a while. When in doubt regarding fees, the best place to go and confirm is uscis.gov.

Hi! I just retraced my steps answering a previous reply and made sense of everything. The date they received my ROC application was August 5th, got a biometrics notice around the 20th for a 10th of September ish appointment, by which point I was already living in Washington. I filed it while still living in Texas with the CSC but I saw that Washington residents' applications are processed at the VSC, which made me assume they'd take over my application. That answers my question as the CSC must have just kept it all along, which explains the RFE's place of issuance. The fact that they sent the RFE to my old address when they had sent mail to my current one before that just added to the confusion.

Thanks for taking the time to reply! I just wanted to make sure about the fee for the n400 cause one hears different things, of course some times there exist different circumstances which change the obvious answers, and that can be confusing because one if afraid to miss one detail and stymie one's application. The more I read through these forums, the more I get the sense we are all paranoid about that.
