When mailing N-400 package, signature?

When mailing (USPS priority) N-400 package, should I pay the extra couple dollars at the post office and require a signature (green signature card) by USCIS when they get the package?

No, just send it standard Priority. You just need the tracking to be able to say it was delivered successfully. Having a signature doesn't really help you in any way on top of that.

Price of Priority mail includes signature but it is optional. You need to check the box on the slip.

Edit: I meant priority mail express (overnight delivery). It shouldn't cost more than couple bucks if you need to add signature on the priority mail.

I would send it by overnight express becaused this way you have proof that you had send the package if the package would get lost. Also once uscis signs for the package, that will be proof. Last chances of your package getting lost if you send it by overnight express.
