Can I do a DCF if I have already sent my I-130 and received my NOA1?

DCF is a bit of a loose term, a consulate can step in. Let us know how it goes.

I'm very interested in hearing what response you get. I asked the same question of my embassy (Dublin) and was told that I must apply through Chicago, it would take a minimum of 8 months, and the only exception would be made 'If a case involves a life or death medical emergency'...

You can quote them this policy: https://www.uscis.gov/sites/default/files/USCIS/Laws/Memoranda/2012/May/DOS-I130May1412.pdf

Look it up here, saw 2 members in Europe (one Spain and one UK) that were able to get DCF based on relocation. It will help to include your relocations letter.

UK allows DCF anyway, thought Spain did.
