If you look at the requirements for most states, you will find SSN listed. However, that is if you already have one. If you have an SSN, you must provide it. If you do not, then you can let the court clerk know you are a non-resident alien and do not have a US SSN. They should allow you to use something else in that case, such as the number from your passport. If everyone needed an SSN to marry, then tourists doing destination weddings would not exist.

I have no familiarity with the giving a SSN to get a marriage license, as my state doesn't ask for it. But I have plenty of experience with bureaucrats following their own opinion rather than the laws or regulations as published.
