They can notarize it, but they cant translate it. You need to find someone fluent in English or pay a translation center to do it for you.

If the notary is literate in both languages? (Fluency is useless - gotta be able to read and write to translate a document).

I am a California Notary Public and can tell you that a Notary Public is NOT allowed to notarise records such as Birth certificates.

Notary in the State of California does not have the power to certify the authenticity of any document – official or unofficial – other than the notary’s registry. For example, a notary cannot notarize a passport, birth certificate, school transcript, or other document."

We translated Japanese Koseki Tohoun ourselves.

We had no problems or questions about our documents, My wife signed a translation letter because she did the translation.

I have lots of Japanese immigration documents and if need any help let me know
