My case status online before today was: Your case was approved on April 13, 2016.

Now my online status has changed to the following: On April 21, 2016, we sent your case to the Department of State for visa processing. Please visit our website for general information on Consular Processing.

What does this mean and what are the next steps for me?

Timeline

Likely means that your case is now at the NVC and in a few weeks you will get a case number from them and eventually it will be sent to the overseas embassy. You should be able to check out the steps/process for i-130s. Good luck.

What does this mean and what are the next steps for me?

It means USCIS has officially mailed your approved petition to NVC. You should join the NVC thread. you'll learn a lot and any questions you have will get answered. http://www.visajourney.com/forums/topic/591045-nvc-filers-april-2016/page-1

Since they sent your case on the 21st, you should start calling NVC on Friday, 4/29, to find out if NVC has received your petition. Keep calling everyday until they say they have received it. Then wait at least 1 week and start calling them everyday asking for your case and Invoice numbers.

I would highly recommend you start reading about the NVC process if you haven't already. VJ has a good wiki post explaining everything: http://www.visajourney.com/wiki/index.php/NVC_Process. You should also read the step by step guide on the Dept of State's own website. https://travel.state.gov/content/visas/en/immigrate/immigrant-process/approved/contact.html

Keep reading over and over because you will come up with questions and learn a lot.

If you haven't started gathering your documents for NVC submission, you should get started on that.
