This is a very informative post. Thanks Jimmy! One followup question based on the following:

The remaining group; those who aren't placed in-line exactly one month before their anniversary or within a week or two of biometrics usually have a longer wait ahead of them due to a prolonged background check which can take anywhere from a month to, in rare cases, over a year. 3 - 6 months seems to be a more common wait time for this group.

Would you know if the remaining group is subject to the 3 - 6 month delay because they are part of a random (?) number of applicants that are deep screened, much like the random checks in airports? Or is it because of issues with the application and/or their names being common? To put it differently, will 20 - 40% of the application pool always be subject to deep checks?

I don't know for sure, but I'd be very surprised if it was random. I suspect (just my opinion) that delayed background checks are due to such things as past travel, common names, past jobs, etc. Anything that could tie you to a person of interest is enough to put your background check into a slower line of applications that need to be more closely scrutinized.

Applicants are placed in-line as soon as security clearance is done, unless the applicant is early filer, in which case in-line can occur no earlier than exactly 30 days before GC anniversary for a simple reason: some DOs administer oath same day as interview, and no person can be naturalized unless exactly 3 or 5 years have elapsed.

Delays for placing in-line can happen if applicant:

Has similar name, DOB etc to that of a known criminal, then additional time may be needed to resolve identities.

Comes from risky areas (e.g. Yemen, Sudan, Iraq, ...etc), then additional time may be needed.

Has arrest/criminal history, then additional time may be required to gather all documents for IO.

There can be other reasons beyond.

Priority Date is the single most important date that determines "order in a queue" for scheduling interview and oath.

Well, this is a hypothesis, isn't it?

Seems like other early filers got in line shortly after biometrics but before 30 days prior to anniversary

correction:

", in which case in-line can occur no earlier than exactly 30 days before GC anniversary" should have been

, in which case "interview scheduled" can occur no earlier than exactly 30 days before GC anniversary

I want to add that in my case this is perfectly accurate. I filed on 10/09/17, and had my Biometrics taken on 11/07/17. My status did not change to in-line for interview until 11/20/17. My 5  year anniversary date is 12/19/17. Only reason it updated a day later is that 30 days before anniversary fell on a Sunday.

I'm excited to see if this is true or not since my anniversary comes up in December.

Surely there must be someone who once frequented this forum and became an IO that could shed light in some of the strange processes that USCIS has.

More than 10yrs old but they did an interview with a former USCIS adjudicator VJer. Link here. Given how slow government reacts to changes, most of those things could very well be valid today.

My five year GC date minus one month was yesterday and I have not been placed in-line for interview. I'm wondering if USCIS still gives that status update since I've been reading that you go from biometrics straight to interview scheduling now rather than being placed in line?
