For the Philippines - forget about packet 3 & 4 BS .... doesn't happen. Everything you need is online.

You are at the visa application phase of your visa chase?

Do you have your MNL# from NVC?

Follow the flashing arrow below in my signature for details on the K-1 process for the Philippines.

Also.

Make the Philippines forum your new home for getting answers to the visa process for Manila. http://www.visajourney.com/forums/forum/129-philippines/

You don't need to worry about packets three and four because there aren't any. Instead, once the USCIS approves your I-129F petition, wait a couple of weeks or so, then start calling the National Visa Center (NVC) every day until they give you your MNL case number. Once you have your MNL case number, you can pay the visa application fee, schedule an interview, and complete the medical.

The closest thing the U.S. Embassy has to a packet three is their K-1 interview preparation instructions letter on their web site. You should study up on it here: http://photos.state.gov/libraries/manila/1178798/Instructions%20Packets/K1%20and%20K2%20Interview%20Preparation%20Instructions%20-%20English%20_February%202016_.pdf

Some people wait until the U.S. Embassy Manila notifies them that they are eligible to schedule an interview. You can do this, but you would be wasting a lot of time in doing so. Most of the time, the USEM is very slow to notify you. Sometimes, they don't notify you at all. It's a lot quicker to get your MNL case number from the NVC and get rolling right away.
