Does anyone know how lenient the NVC is on not being able to produce criminal record checks? I need one from Thailand for my mother and another one from Vietnam for my father. I've mailed the documents required for the record check to Thailand but I have not had a response in two months now, and for Vietnam all I got was a bribe for a 'fake' criminal record check. If I send the NVC evidence that I at least tried to obtain the record checks will they comply and forward us to the interview stage? I sent all the DS-260 forms and everything, this is the only thing left standing now to obtain my F3 visa.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

It varies from country to country.

For vietnam:

Click on police/police/court records on the left. It will give you what you specifically need to request and from what addresses. Make sure you follow that.

For singapore:

The NVC will waive certain countries [ie. UAE/Dubai in certain situations] but it Vietnam and Singapore they are pretty specific.

I had a friend from Ukraine that had to get a police certificate from Russia while living in Canada.. which took a few months but he did get it, and those two countries are pretty much at war.

I'd get it worked out, I don't think they'll waive it in your case.

The problem is for both Thailand and Vietnam is that my parents left Vietnam as refugees during the war, and went to Thailand as a refugee. Therefore, I wouldn't think they would have records for them in this case because the instructions from the State department requires a household registrant book for Vietnam and a household registration or identification card for Thailand. Both of my parent's do not have any such documents because they were not issued them to the being refugee status.

I did follow the instructions on the State Department website exactly as they suggested, but with no response from Thailand and only a bribe from Vietnam for a fake criminal record check there isn't much more I can do.

Edit: I was also told by the police in Vietnam that they couldn't find a record without the household registration book, hence the reason why they asked for a bribe.
