Bringing in a pet that cannot fly

Yes the OP was talking about pugs. And I'm trying to explain to people why the airlines are giving her the info she is given and people get stuck on words.

Just an FYI, I've seen Boston terriers sent by plane is rescue organizations quite often and I believe they're considered brachycephalic

But her airline does accept them in cabin. This is what they say about it. Note the restrictions are of checked baggage, not in cabin.

• Bulldogs and similar snub-nosed dog breeds are not accepted for as checked baggage since they may have difficulty breathing during the flight and experience high levels of stress. This restriction includes all Bulldogs, such as English, American, and French, among others.
• Bulldogs are only accepted as pets in cabin, always meeting the respective flight conditions and requirements.

Tomorrow is the day. We're basically coming up with a temporary backup plan for him to stay here with someone, if needed. But we are going to roll the dice and see if the Aeromexico agent will interpret their own rules correctly and let him on. If not, I'll have to come back in a few months and fly something like Southwest out of Phoenix that markets that they are "Pet friendly" and specifically states that they allow that breed in cabin. I checked into some of those transport options that would drive him from Arizona to Florida and it's super pricey because of the distance, as I would have expected. I haven't looked to see about any that will specifically attempt to fly with him yet.

Well their web site does specifically state they accept bulldogs in cabin. They should accept him if they're following their own rules, but we all know how well airlines sometimes do that. Glad you have a back up plan.

Yes, and the said Aeromexico employee is wrong and uninformed of company policy.

Because as stated before: Aeromexico has it spelled out in their policy that the OP's pug is allowed in the cabin. The employee is too stupid to read and understand their own rules.

I just wanted to update everyone on the outcome of this. There was just a small discussion with the gate agent when we checked in for our flight in Obregon where he mentioned he wouldn't be able to fly because he is a restricted breed. I told him I printed out from their website where it says they are restricted from being checked or in cargo, but nothing about not being able to fly in cabin. He said he would check with his supervisor, but I don't think he ever did. He just processed the payment and checked us in and provided our boarding passes. Everything went fine and when we got to the US, about 5 different people asked to see his shot records, and we made it through. Raziel is enjoying life in the States so far. Thanks everyone for the thoughts.
