My husband's file was sent from NVC to consulate for further processing after expedite was approved.

Before sending, fees and DS260 were not paid/completed, so once file was sent, NVC terminated the file in their system, which happened very quickly after they received file initially from USCIS, so we had no time to pay or complete form.

As of now NVC and consulate both say the other party is responsible for unlocking or reopening the file to allow us in to complete the DS260. The consulate says fees are to be paid at interview, not before.

So the Case number and Invoice ID number allow login fine but all areas to click and complete DS260 are greyed out/do not allow clicking to progress the application.

Who is right? Is it NVC or consulate that is supposed to open this up for us? We have our interview set in about three weeks, so not sure what to think. Both are adamant that the other party has to do something but neither appears to be doing anything to move this forward, despite the fact that is was an approved expedite request! Baffling.

Anyone who can help? Been emailing consulate and calling NVC for the past week frequently with no recourse in sight yet.

NVC doesn´t send anything to a consulate until the have all the civil documents, DS-260, Affidavit of support and all fees paid. So it doesnt sound right.

The consulate confirms they have the file so perhaps the approach is different with expedite requests.
