I simply filled out my 5 IRS-1040 forms (for the last 5 years I had not filed) and photocopied them, attaching them in my document package. I did not wait until the IRS replied--and it's good I didn't because the IRS never contacted me (as I didn't owe any money and they didn't owe me any money).

Coupled with this, make sure you have a convincing case that you can financially sponsor your spouse (or a joint sponsor that can).

This worked for me in Jordan and also worked for Hicknick in Italy. I hope it works for you.
