This seems like a critical step after receiving NOA2, how come it is not listed anywhere in the K1-Guide?

It's something you hear more from when you first hear from your embassy...

But first after NOA2 and case number and then received at the embassy AND then the embassy will guide people with the next steps. It's different from country to country how those steps are.

Because you have to get a case # from NVC first and the once the embassy receives your file they will notify you to complete it (part of packet 3). Each embassy works a bit differently.

according to the State Department, after receiving letter from NVC that the packet has been sent to local embassy or consulate, the fiance supposed to fill out the DS-160. Seems like, doesn't matter what country you're from, after receiving letter from NVC, fill out the DS-160 is the next step.

Someone should add this to the K1 guide.

Yes it should. But once in the embassy phase things vary dramatically for how the visa process is completed, including when the DS-160 needs to be completed.

Would you say it is a good idea for the fiance to call or contact the embassy and inquire about the procedures the minute they have case number from NVC? It seems like embassies keep on updating the procedures and somehow gets people confused.

For most of the embassies the instructions letter is online at the embassy website. But there is no issue giving the embassy a call.

Actually you don't have to get the case number from NVC as it's not needed to fill out your DS-160. You only need your case number from USCIS. You can use the case number from NVC but they're actually asking for the USCIS case number.

Well our embassy asked for the DS160 confirmation to be sent in with our case #

Wasn't aware people were sending in DS160 without case numbers being assigned. It's not going anywhere until embassy gets ur file anyway.
