20yo Child wants to file petition for her mother, advices needed

Hi!

This is for a nephew.

She was born in United States, and now she is 20years old.

She wants her mom to immigrate to the United States to live with her

I am kind of familiarized with the processes, but i want your advices to verify if i am giving the right information to her

According to this page

She must file an i-130, then i485 then i-864 (each one at their appropriate time of course)

and another question is

I read she must be over 21 to file a petition for her mom, but also I heard she can fill the petition 3 months before the 21, is that true? Waiting to the 21yo is the only way here?

nope. she must be 21 years old to file for her mom

after she turns 21 she can file for her, there is no such thing as filing for parents or siblings before 21

Also, she'll only file the I-130 to begin with. The I-485 will never come into play, as it is an immgrant visa petition, not AOS.
