After waiting 8 months I have received a RFE on my I-751 application. I am within the time frame of being able to apply for my N-400 Naturalization in a couple of months. Do I have to get approval on my I-751 10 year green card before I file the N-400 or can I just skip the I-751 and just go straight to the N-400 Naturalization process?

It is my understanding that although you can file for citrizenship, you won't get your interview until the ROC is finalized. But filing for citizenship forces them to get off their butts on the ROC.

Filing for citizenship "forces" them to adjudicate your ROC petition but, they can't do that if they need more evidence to render a decision.

Absolutely you can and if you are looking for someone who did it before, I did. I don't know how much it pushed them to approve my ROC, but my ROC was approved exactly one business day following my N400 NOA date.
