Wrong police records!!

Timeline

Hello, my fiancé was born in Albania but has lived in Greece for 15 years. We are currently gathering the required documents for the k-1 interview that will be held at the American embassy in Tirana. But when we submitted the documents, we were told that he had the wrong police certificate from Greece.

He went to Athens to get the penal record for general use, it had been notorized and translated into English by the minitry of foreign affairs. When we asked which police certificate we need, they kept telling us to look at the instructions. But the instructions keep leading us to the penal record for general use that we have already submitted. I don't know what we need and I don't know where to go from here. Someone please help.
