H4, she needs your H1 which you can not get unless you come up in the lottery and after 1st October.

And a Marriage Certificate.

I see. And what if I come up in the lottery and my visa gets accepted and I decide to go back before the 1s of October? I know I will have to apply for a visa stamp to reenter despite of my H1-B already being accepted, but will she be able to apply for H4 with me then? Or will she still need to wait until the 1st of October?

OP - you seem to be putting cart ahead of the horse. As explained, wait for your lottery to come through. Based on your education (if graduate degree), you will have better chance - eligible in 20K quota as well as 65K quota. Again, it is matter of chance....like rolling a dice....though odds are not as bad as rolling a dice.

I consider, if you travel to home country (Is it Pakistan?), then you should be prepared for battling AP as well. I have heard cases stuck in AP when folks have traveled for stamping from months to years. It is high-risk country. Good Luck!
